As we accept all the Examiners and the council’s comments, there are parts of the plan which still need clarifying.
You can all make a difference.
I wish to firstly find out whether anyone is interested in pursuing development of a neighbourhood energy project such as a wind turbine project , district ground source pump or equivalent?
If anyone has ideas for ways of the community reducing our energy use/ carbon footprint in any way please let us know. Development of active travel routes, particularly links to public transport hubs in Fowlmere, Foxton and Whittlesford are part of this.
Regarding the Biodiversity Policy in the Neighbourhood Plan could anyone interested in or conversant with biodiversity issues please help us make recommendations for this part? This has particular relevance to the open space at the new development at the grainstore site, but also to any sites which are particularly interesting to you in the parish.
[Note LPA is local planning authority. BNG is biodiversity net gain]
27. We support the overall policy as outlined and take this opportunity to highlight that:
* currently the LPA is unable to dictate where offsite BNG credits are purchased/created (as the Environment Act 2022 specifically references a “free and open market”). Therefore, and outside of the neighbourhood plan, the Parish may wish to explore setting up their own Habitat Bank which could secure local offsite credits to meet the goals set out in this policy and,
* the LPA can agree a Section 106 agreement (Town and Country Planning Act) to secure the 30 years of management with the landowner. This would help to secure biodiversity improvements closer to the parish, rather than further afield at one of the established Habitat banks near Fulbourn or West Wickham.
Any contribution could help make a positive outcome from the Neighbourhood Plan. Please contact me at or leave a message on the website contact, even if you are not sure exactly what you would like to do
Best wishes for the season
